I have a meyers E-47 plow that will go up and down but will only angle left.?

i have rebuilt the pump. replaced the "c" solenoid. and cleaned and inspected the cross-over relief valve. everything is fine. some times the plow works fine. other times it only angles left. but it allways goes up and down. this is getting really annoying. please help!
